Is it possible for a StartUp Shared account user to be able to run python scripts or something more involved like Django?

Python is installed on all shared accounts and you can run most scripts.

Django needs customizations/permissions that are not available on a shared server. Environments like Django are best suited to a VPS or Dedicated account at this time.
